International NGOs that fulfill the following criteria may request admission to the LHIF:
- Registered as an international NGO in Lebanon or in process of registration.
- Registered as an NGO in a foreign country.
- Signatory to the Code of Conduct of the Red Cross/Red Crescent Movement and NGOs in Disaster Relief.
- Currently implementing or planning to implement projects in Lebanon.
- Signatory of the Lebanon PSEA SOP.
- Provides two recommendations letters from current LHIF members validating the prospective members scope of work in Lebanon.

Application for admission to the LHIF shall be confirmed by securing two-thirds of current LHIF
members.
